GENDER EQUITY AND YOUTH

Women and youth are transformative agents capable of influencing the present and future of agri-food systems, although they are affected by inequalities and gaps, such as women's unpaid care work. To advance in the identification of problems and facilitate the incorporation of women and youth in the design and implementation of public policies that promote more inclusive and egalitarian agri-food systems, the following collective actions are proposed.

1. Ratify the validity of the Permanent Forum of Ministers, Vice Ministers and Senior Officials of the Americas as the space for the construction of citizenship and the visibility of work with a gender focus in the Americas. In this sense, the IICA Youth and Gender Equity Program is the one who must accompany and technically support the actions and agreements that emanate from this space.

2. Disseminate the priorities that emanate from the Permanent Forum of Ministers, Vice Ministers and Senior Officials of the Americas to the working groups convened by the Inter-American Commission of Women (CIM) within the framework of the Declaration for the Rights of All Women, Adolescents and Girls in rural environments of the Americas, signed at the fifty-third regular session of the General Assembly of the Organization of American States (OAS) in the month of June 2023.

3. Promote a new generation of public policies that will focus on the analysis of public interventions and good practices based on the review of data on gender-differentiated participation in care. This effort will be carried out in the context of the Observatory of Public Policies for Agri-Food Systems (OPSAa), seeking to advance strengthened policies, investment focused on rural areas and the democratization of care in the Americas.

4. Promote the development of capacities, within the framework of the School of Women Leaders for the Transformation of Agri-Food Systems (ELTSA), developing a set of initiatives that include a training course for technical teams of the Ministries on the economy of the care.

IV Foro Permanente de Ministras, Viceministras y Altas Funcionarias de las Américas

The IV Forum of Ministers, Vice Ministers and Senior Officials, a space for high-level reflection held on August 22, 2023 at the IICA headquarters in San José, Costa Rica, made it possible to make visible the work of rural women in favor of economic development and well-being of their communities and propose policies with a gender perspective that reduce inequalities. At the meeting it was concluded that although the countries of the Americas have implemented policies and programs aimed at empowering rural women, there is still a long way to go to close the gender gaps that hinder their participation and inclusion in a true equal conditions framework.
